If it was only on the driveway I'd say it was probably pulling more heat than the fuel burnt at idle was providing. I had had cars where the heater at full blast would pull the temp gauge down and keep dropping it if it was left on full.

If it was after a run I'd say take it out again for a while to get it hot then feel the top radiator hose. Should be really hot. And check the collant level when cold

After going for a drive, top pipe was warm and bottom pipe warm not hot, water between max and min, I've been told it might be a open thermostat

Not sure if you can get the coolant temp out of diag box or similar.

I never find the air gets really hot or cold, it's more of a subtle change keeping the car nice after a while. Though I do have heated seats that probably make up for the short comings.

Did you check your antifreeze level? I had a leaking radiator pipe once and whenever the antifreeze lever got low the heater wouldn't work properly and the air would be barely warm.

Water level good, as the ds4 hasn't got coolant temp, I bought a obd2 scanner that connected to my phone so I can have live coolant temp, after driving car for 30mins temp was 80 to 85c as recommended by citroen

To me 80 seems low for a coolant temp. But as you say, recommend by citroŽn
